Job Vacancy - Enabling State Programme (ESP)

GRM International Ltd, a leading development management company, manages three programme funds through Enabling State Programme (ESP) on behalf of Department for International Development (DFID). ESP, a governance initiative of DFID since 2001, administers RDIF. An initiative of the UK, Australian, Swiss and Danish governments, RDIF seeks to promote human rights, democratic norms and values, and political inclusion in Nepal. The multi-donor fund aims at reaching out beyond Kathmandu through four Regional Units located in Biratnagar, Pokhara, Nepalgunj and Dhangadhi.

RDIF is seeking to appoint a Monitoring and Capacity Building Officer (M&CB). The position is open to Nepali nationals. The M&CB Officer will be based in Kathmandu with occasional field visits to ESP/RDIF programme districts outside of the Kathmandu Valley. The tenure will be up to the end of 2012 with possibilities of extension depending on the incumbent's performance.

The main purpose of the job is to provide support to implementing the ESP/RDIF monitoring and evaluation system and strengthening the institutional capacity of RDIF partner organisations.

Candidates for this position should have at least five years of working experience as development practitioners in national or international development organisations. Along with very good communication skills in Nepali and English, the position calls for a Master's degree in relevant subjects with two years of demonstrated skills in monitoring and evaluation, or a Bachelor's degree in relevant subjects with five years of demonstrated skills in M&E. Experience of capacity development of civil society organisations will be an asset. A good understanding of rights-based approach to development, gender and social inclusion approaches is desirable.
