Job Vacancy in a 5-year DFID-funded market development programme - Samarth-NMDP

Samarth-NMDP is a 5-year DFID-funded market development programme based in Kathmandu, Nepal. Samarth aims to reduce poverty through improved functioning and performance of rural markets. Samarth will run until April 2017. 

The programme is divided into three portfolios (Crops, Livestock and Tourism) each containing a number of sectors (e.g. Ginger or Pigs) which in turn contain specific interventions (e.g. Ginger Processing). 

The implementing consortium (Adam Smith International, Springfield and Swiss Contact) are looking for a senior private sector development professional to join the programme as the Portfolio Manager of either Crops or Livestock. The chosen individual will form part of the three-person technical leadership team.

KEY RESPONSIBILITIES 
1. Joint leadership on the definition and implementation of the programme's overall strategy; for example the decision to enter or exit from particular sectors. 
2. Management and leadership of a portfolio team of one Senior Sector Analyst and five to ten Sector Analysts and a range of short term national and international consultants. This will include capacity building, mentorship and professional development. 
3. Coordination of detailed market analysis across all the Sectors within the Portfolio. This might include conducting research in-house or designing and procuring it from external suppliers. 
4. Guidance and quality assurance of intervention design. Each portfolio is likely to contain at least 10 separate interventions at any one time. This will involve helping Sector Analysts to design feasible, sustainable and measurable interventions with associated M&E and risk management. 
5. Leadership of implementation of market facilitation activities; e.g. identifying and engaging with private and pubic sector partners, negotiating partnerships, monitoring agreements, and making changes where necessary. 
6. Close liaison with other programme areas such as Results Measurement, Stakeholder Engagement, the other agricultural portfolio as well as Tourism and Media. 
7. Responsibility for some cross-cutting programme functions; the exact list will depend on the skill-set of the successful applicant but might include leadership of some of the following areas (Communications, Risk Management, Relations with other donor projects, representing Samarth at conferences etc.). 
8. Reporting on overall progress to the semi-annual Strategic Review Panel and contributing to reporting requirements for DFID and the Government of Nepal. 

QUALIFICATIONS 
Essential  
• At least 10 years' experience in agri-business or related private sector entities 
• Familiarity with and experience of Making Markets Work for the Poor/Market Systems Development approaches 
• Excellent, proven leadership, management and team building skills 
• Post graduate qualification in a relevant discipline (e.g. Agriculture, MBA) Desirable  
• At least 5 years' international experience of large-scale multi-sector donor funded development programming • Experience of implementing economic/livelihood development projects 
• Managing sub-contractual relationships and/or grant engagements 
• Experience of working effectively with national government and industry bodies
