Finance and Administrative Officer Job Vacancy - Asian Human Rights and Culture Development Forum (AHRCDF), Migrants Centre

Asian Human Rights and Culture Development Forum (AHRCDF), Migrants Centre invites applications from qualified candidates for following positions.

Position Title: Finance and Administrative Officer
Project: Safer Migration Project (SaMi)
Report To: Project Coordinator
Project Duration (contract): Till 15th July 2014 (possibility of extension)

Under the direct supervision of Project Coordinator your duties and responsibilities are as mention below:

FINANCIAL MANAGEMENT:
- Maintain project book of accounts and keep all receipts and other supporting documents properly. 
- Ensure complete financial discipline at the project including timely advance settlement by staff and exercise budgetary control.
- Prepare financial reports as required and submit within time frame and as per agreement. 
- Support the Project Coordinator in preparation of proposal, annual work-plan and budget.
- Help to carry out annual audit and other visit from SaMi/HELVETAS
- Reconcile bank, cash and donor account, 
- Handle cash and bank transactions.

ADMINISTRATIVE AND HUMAN RESOURCE MANAGEMENT:
- Maintain administrative discipline in the project office. 
- Prepare sub-contracts issued by organizations. 
- Responsible for recruitment and induction of all project staff
- Develop local practices, templates and formats for contract management.
- Coordinate with banks, insurance companies, government offices and other concern parties
- Compliance with government rules and regulation 
- Maintain complete record of consumable and fixed stock, maintain proper storage system and physically verify half yearly.
- Monitor Insurance of personnel and goods 
- Manage the office when Project Coordinator is out of station. 

OTHERS:
- Supervise logistic arrangement
- Ensure supply of stationery
- Maintenance of office equipment and tools
- Ensure follow up of contract and organization manuals on policies.
- Other task as and when necessary as directed by the Project Coordinator. 
- Manage reception, security and safety of office
- Support in secretarial works (correspondence, filings, mails, typing etc) 
- He will be also be flexible to complete any other related job assigned by the supervisors.

REQUIRED EDUCATION, EXPERIENCE AND COMPETENCIES:
- Minimum Bachelors' degree. Major in Accounting/finance is preferred.
- At least three years of experience in finance/accounting work in a similar position preferably with NGO. 
- Understanding of general taxation rules and regulations     
- Skills in managing & updating proper financial as well as administrative records.
- Communication, Facilitation and negotiation skills 
- Working in partnership among different stakeholders especially with government line agencies, NGOs and suppliers/vendors.
- Sensitive to poverty, cultural diversity, gender & social inclusion
- Willingness to work with diversified team members
- Proficiency in using office application software.
