Background

HelpAge International has a secretariat with offices in London and Brussels, regional centres in Africa, East Asia/Pacific, South Asia, Latin America, the Caribbean and Central Asia, seven national programmes and a number of emergencies programmes.

HelpAge International South Asia Regional Office is based in Kathmandu. The Country Programmes in Nepal, Bangladesh and Pakistan are directly managed by the Regional Office, while support is given and linkages are built with other HelpAge organisations in India and Sri Lanka, to ensure that needs of older people in the region are looked after and addressed where possible.

2. Access to quality health, HIV & AIDS and care services
3. Support during emergency & recovery situations
4. Build movements to challenge age discrimination and claim rights
5. Supporting global network to improve work with older men and women


Job purpose
To steer the growth of restricted and unrestricted income of HelpAge and its sister-organisations and affiliates in South Asia from major multi-lateral, bilateral and private foundations by undertaking donor intelligence, providing advice and technical support to the development of high quality programmes that meet donor priorities.
To strengthen HAI network in the region by identifying opportunities for future development, defining resource needs and strategies for meeting them.
To support HAI Country Programmes, affiliates and partners in developing quality programmes that attract donor funding and strictly adhere to standard requirements and donor terms & conditions.

Job responsibilities and key tasks

· Work with HelpAge International SARDC and HelpAge International UK to develop, review and implement funding strategies to meet agreed funding needs.
· Conduct research and policy analysis of donors in the region so as to increase understanding of the donor environment in South Asia as well as long term perspectives and preferences
· Identify, suggest innovative funding options and develop funding relationship with new donors with grant-making offices in Asia
· Develop, refine and implement systems and procedures to co-ordinate the submission of funding proposals and, monitor the implementation of the fundraising strategy and analyse fundraising performance
· Work with the Regional Compliance Officer on record keeping of funding/donor issues and timely follow up and reporting
· Provide advice and support in donor mapping and liaison by coaching and sharing of experiences with other staff as appropriate 
· Support and facilitate the development of high quality funding proposals and donor reports.  The post holder will at times be required to write full proposals from its inception.
· Support the development of proposal budgets, ensuring that attention is paid to cost recovery for HelpAge and partners, and to the inclusion of monitoring and learning activities
· Develop, refine and implement systems and procedures to co-ordinate the submission of funding proposals and, monitor the implementation of the fundraising strategy and analyse fundraising performance
· Provide advice, support and training to staff and partners on contract management issues and donor requirements
· Provide support and advice on all aspects of SARDC’s  Project development and   grant management processes and guidelines in close liaison with the Compliance Officer and Country Teams (needs analysis, concept development and initial stages of grants management)
· Maintaining effective working relationships with Resource Development Colleagues at HelpAge International HQ in London, in countries and in other regional offices.
· Represent HelpAge externally in South Asia by contributing to improved networking with other organisations on funding issues, sharing learning and jointly exploring opportunities
· Ensure HelpAge International maintains good relations with designated donors by advising on the development and presentation of funding proposals in line with donor requirements and priorities as well as maintaining and updating personal contacts within targeted donor organisations
· Work with Country Programmes on their Monitoring & Evaluation (M&E) to contribute to the documentation, collation and sharing of programme funding learning in the region on our ways of working (processes) as well as content (impacts and outcomes) – to share within and outside the organisation
· Work closely with advocacy and communication colleagues to ensure that opportunities developed by the advocacy and communication strategy are maximised to generate new income
· Assist in the development of fundraising skills and training for HelpAge International Offices in South Asia and contribute to the development of funding strategies and skills among affiliates and partners in the region
· Provide day-to-day support and advice on funding issues relating to current grants and planned proposals to SARDC and HelpAge International, London staff

Person specification:

· Significant international experience of representing organizations in meetings with donors, Government officials and project partners
· Experience of planning, writing, reviewing, and presenting project proposals, formal applications and donor reports
· Demonstrable experience and knowledge of major bilateral donors, foundations and a wide range of charities
· Good analytical and research skills,  able to review, write and present project proposals and funding applications
· Good understanding of project design, planning and implementation and competent in use of log frame or developing projects 
· Skills to train and support partners in developing resource mobilisation strategy and the techniques of fund raising
· Proven track record in managing grants
· A self starters, and have the ability to work with a team of technical leaders working on the 5 thematic areas of (Income and Social Protection, Health & Care, Emergency & DRR, Rights and Discrimination, and networking)
· Strong numeracy skills, with understanding of budgets and spreadsheets
· Excellent interpersonal skills, to communicate with tact and sensitivity – required to network with contacts for whom English is not the first language 
· Excellent written communication skills essential. A high degree level of education and ten years of experience in development cooperation or other international business.
· Excellent time management skills essential to meet tight deadlines. 
· Good IT skills and good knowledge of Excel, Word and databases management
· Fluency in English essential.
