Job Vacancy - Rural Water Supply and Sanitation Project in Western Nepal


Rural Water Supply and Sanitation Project in Western Nepal intends to hire the services of short-term consultants (Community mobilizers)to carry out the on-site support activities on capacity building, technical support and O&M management to critical and lifting water supply schemes implemented in 9 program districts.

The overall objective of the consultancy services is to assess the existing organizational, technical and O&M capacity of the WUSCs and provide on-site support to enhance the capacity of WUSCs and establish a functional O&M system for ensuring the long-term sustainability of the lifting/complex schemes. 
The Community mobilizers should mainly focus on the following key areas/aspects. However, during the preparation of elaborated/detailed ToR some other areas/aspects will be added: 

• Provide on-site support to the WUSCs in developing their future O&M plan and suggest them for areas of improvements in their regular operation and management of the system;
• Provide on-site orientation/refresher training to WUSCs/MWs/Pump Operators to enhance their technical/system operation, management and O&M capacity and in other areas where improvements are needed;
• Provide on-site technical support to the WUSCs/MWs/Pump Operators in coordination with D-WASH Unit in capacity building of WSUCs/MWs/Pump Operators so that they will be motivated and able to carry out operation and maintenance requirements to smoothly run and sustain the schemes/systems;
• Provide on-site support/refresher training to WUSC Treasurer/Secretary in maintaining the books of accounts and other documents/records including the water tariff payment collection system (users’ card, bills etc);
• Support the WUSCs and women groups to establish linkage and coordination with related agencies/projects/organizations to carry out vegetable farming and other income generation activities by utilizing waste or excess water from the system to increase their incomes;
• Provide feedback and necessary support to DDCs/D-WASH Units for future considerations about the schemes and their follow-up activities.
For this assignment a team of two individual consultants comprising of the following capacities are proposed:
• Community Mobilizer (CM) having minimum Intermediate level in sociology and related discipline and at least 2 years of general work experience in conducting monitoring, evaluation and capacity building training/orientation in community development projects including WASH sector projects.
The total duration of the assignment is of 1 month starting tentatively from February 15, 2013.
