Country Programme Manager Vacancy - HelpAge International

HelpAge International has worked with partners in Nepal for over 10 years, particularly on our Support a Grandparent (SAG) programme, Age Demands Action (ADA) activities, and in implementing research activities.  We have two active partners (NEPAN and Ageing Nepal) plus a new partner (Women for Human Rights).  Our current programme (2011/12) includes (partners shown in brackets) ADA (NEPAN), MIPAA + 10 (NEPAN and AN), SAG (NEPAN), Ophthalmic (NEPAN) and have recently started an Older Citizens Monitoring programme (NEPAN, WHR).

HelpAge is registered as an INGO in Nepal and is committed to a minimum budget of $100,000 of secure funding plus additional resources to be obtained through project proposals.  The intention is that HelpAge will have a light footprint in Nepal with most activities being carried out by project partners.

Educational Qualification:
  • Masters degree in a relevant field (Social sciences, international development) or equivalent gained in work experience
Job Specifications:
Essential:
  • Five years experience of programme management in a development context, to include the ability to effectively manage resources, finances, and HR information.
  • Significant experience in international development at policy level and a demonstrable ability to advocate effectively for change.
  • Demonstrated experience in preparing successful funding proposals and reports for a range of donors.
  • Excellent analytical skills and ability to produce and analyse evidence including statistical data; and produce concise reports.
  • Ability to influence, communicate and co-operate, and negotiate with a wide range of people and organisations (including government) at all levels with tact, diplomacy and sensitivity to cultural differences. 
  • Ability to communicate well in person and in writing such as letters, reports and policy documents (in English and in Nepali).
  • Numeracy and ability to prepare and monitor budgets and accounts.
  • Demonstrated ability to work under pressure and meet deadlines.
  • Ability to travel in Nepal and the region.
  • Competent IT skills, including experience of Word, Excel, Access and PowerPoint

Desirable

Job Description:
Responsible To: Regional Representative, South Asia (based in Bangladesh)
Responsible For: Programme officer, Finance officer, Communications officer
Relations with Others

Internally with line Manager (Bangladesh), Line reports (Nepal), Regional Finance Manager (Pakistan), South Asia Programme Officer (London), HR (London), Resource Development Manager (Bangladesh), Regional Compliance Officer (Bangladesh), Social Protection Unit London and others as required.

Externally with donors, Government departments, other development agencies and programme partners.

Purpose of the job

As a member of the Regional Programme team, the post-holder will be responsible for providing strategic, programmatic and technical support to HelpAge International and its Partners primarily in Nepal (but also in India and Sri Lanka), ensuring quality programme delivery, mutual learning, monitoring and reporting.  The post holder will build on HelpAge’s existing good relationships in Nepal and network extensively with partners, other civil society actors, donors and government.

Job activities
  • Contribute to and ensure that the Programme delivery of HelpAge International Nepal and its Partners encompass HelpAge International themes of older people’s access to secure incomes, access to quality health care services and participation in local movements that enable older people to challenge age discrimination and claim their rights.
  • In collaboration with the Regional Representative prepare, monitor and drive the implementation a three year strategic plan for HelpAge International’s work in Nepal.
  • In collaboration with the Regional Resource Development Manager prepare, monitor and drive the implementation of a funding strategy for HelpAge International in Nepal including the preparation of funding proposals.
  • In collaboration with the Regional Representative prepare, monitor and drive the implementation of annual operations plans and budgets for HelpAge Internationals work in Nepal. 
  • Be responsible for maintaining an effective and efficient relationship with the Partners in Nepal for evidence based learning and capacity building support for the development projects.
  • To support Partners in implementing development projects including monitoring, learning, timely reporting and financial management (including HelpAge International and donor reports).
  • Engage with and build good relations with donor agencies and multi-laterals on programme and policy issues related to Social Protection and Ageing.
  • Engage with and build good relations with relevant Government Departments on programme and policy issues related to Social Protection and Ageing.
  • Develop strong linkages with academic institutions and civil society actors in Nepal that work on Social Protection issues and participate in / influence their research agenda to include issues of Older People.
  • Represent HelpAge International and the work of partners in Nepal at meetings with donors, national and local government and other external bodies.
  • In collaboration with the Regional Compliance Officer prepare and report on annual plans against HAI strategic objectives.
  • Ensure that HelpAge International Nepal complies with all local laws and regulations, particularly with respect to Social Welfare Council requirements, foreign exchange, taxation and employment.
  • Provide technical support to affiliates in Sri Lanka and India as required and expected to be up to 25% of your time.
  • Support regional networking and learning in the HelpAge International South Asia network of affiliates
Extent of Authority

The post-holder will report to the Regional Representative, South Asia. S/he will have direct management responsibility for the programme within the parameters set out by approved strategies, annual plans and budgets.

Other features of the job

The post-holder will be based in Kathmandu and will be expected to travel regularly to project sites throughout Nepal and occasionally within the Region.
